Responsibility to obey the codes is the owners responsibility. For a person to use a violent act is dangerous and illegal. The better question becomes did the violent person address the situation in accordance with the law. I bet not..However when I purchased my chickens I researched the codes...
Hopefully they took this more serious then the FBI did with the shooting in Florida. This is erratic behavior and needs to be thoroughly investigated. Peole like that have no business owning guns.
