Distemper incubation period is around a week, and a bite from an infected animal isn't necessary to transmit the disease.
I might be mistaken since I'm not too familiar with falconry. I *think* you have to be a certain level to take a peregrine, I'm not sure that apprentice level falconers can get one. Still, check with the club-they will have more information and at least contacts.
Good news! The Conservation Status for peregrines is "least concern", so it's only protected not endangered. you shouldn't have a problem getting a permit for it!
Actually, all raptors are protected under the Federal Migratory Bird Treaty Act. That being said, you can sometimes get a depredation permit from US Fish and Wildlife Services. Here's a link:
