When my chicks were in the brooder and spilled their food, I just took away the feeder until I was convinced that they had eaten everything they spilled. Then I put the feeder back.
They didn't learn how to not make a mess of their food, but I really cut down on the waste that way.
My son is five now but was in the same situation as your kid at 3 and 4 months. I would spend a lot of time on reading and sounding out words. Like a lot of things this just seems to click in a little one's mind at some point. We worked on this with our son for a while -- having him repeat...
Consider using wood pellets. They cost more than shavings, but IMO they do a better job of keeping the coop clean and dry. Shavings get kicked up into the feeder and waterer and don't dry all that quickly. Pellets stay clean and dry and on the floor.

NPR on point did a segment on urban / backyard chickens, and the mayor of Iowa City, IA was a guest. Currently, the city does not permit keeping chickens in residential areas. She gave various reasons for her support of the status quo. Callers did a good job of setting her straight.

We ordered 1 each: Rhode Island Red, Barred Rock, White Rock, and Buff Orpington.
I'm pretty sure that the black one is the BR, the brown one the RIR, and the and darker...
