Penny, thank you so much for your help. Vet said it is not broken or dislocated. Xrays done from every angle. After a shot of steroids and advice on warm epson soaks Rossie is doing a lot better. Actually placing his leg down for short periods of time and moving a lot better.
We have her at the vet. We were lucky and found a new local one with 25 office visit and 80 for xrays. She thinks it may be disclocated and is xraying now. I'll keep everyone posted.
