I don't know about the feed your looking for but we just moved from Florida to Tennessee this summer. I found a local feed store that carries Tucker feeds. You might try them , so far I've been really happy with them.
I have a couple friends that are certified. They've told me it's not a big deal. All they do is come and take samples from your birds and leave. Then later on they let you know the results.

As far as I know in Tennessee certification is only required for shipping live birds or chicks across state lines. I think if your shipping eggs you don't have to be certified. I know you don't if your selling live birds in state.
Blues are a dilution of black. When breeding them you will get some blacks and splashes. So you might have one of each. And yes you can get blue from breeding them.
I don't know if anyone ever answered you but... blue crossed on chocolate produces mauve. I'm not sure about lavender on blu though. Blue and lavender are 2 different dilution genes and I'm not sure how they would interact together. I would think you would get 50% blue 50% lavender. Or maybe...
