I forgot to update this post. I took my old lady hen to the Avian vet. It is definitely not fowl cholera or anything else contagious. The vet even mentioned that she hasn't seen a case of fowl cholera in the 15 years at her clinic (since it's very rare).

We are a city chicken family so we only ever have around 5ish chicks. Easy to keep up with. :thumbsup
It seems okay. It’s just pretty weak and not as strong as the other 2 day old chicks. So far mom is being gentle, but I can tell she’s ready to go explore and this chick needs a day or two.
