We used clear sheeting that has skrim in it. We lucked out and found it on clearance at one of the big box stores. Over the sheeting, we put snow fence ( to cut down on flapping/billowing. We do leave our run wrapped year round and just replaced the sheeting this year after 3 years of use.

Our hen who has never met a stranger is Houdini (she came by the name as she is constantly escaping the run.) When anyone drives up the driveway, she hops the fence and runs to greet the car. Open the garage door or shop door...make sure Houdini doesn't get shut inside. UPS has to put her out...
We are in Southern Colorado. We have as 12x20 covered run that is the passage way to the larger uncovered run. Could you do a covered run (that is less than their 300 sq ft requirement), then have a secondary uncovered run?
When we had our house built, we used James Hardie Fiber Cement plank lap siding for it's fire resistant properties. You could use it on the outside of your quail build.
I'm in Southern Colorado. We use PDX on the poop boards. We make our own chips from our pine tree cuts. The chips are used in the coop. When I clean out the coop, I just sweep all the chips into the run. We do have a covered run and most of it is just the ground dirt (ie nothing special)
After several days, I let the broody hen out of the broody breaker and keep an eye on her. If she goes back to the nest box and starts sitting, she goes back into the broody breaker. If she joins the other hens and acts non-broody, she can stay with the flock.
I'd add poop boards with roosts over them. They will help so much in keeping the coop floor clean. You can then fence in under the poop board and use the space for brooder, sick bay, broody breaker, etc.
What about a x-pen. You can make their shape can be somewhat varied (straight, square, roundish, etc.) It won't be predator safe, but will fold down when needed. You can cover the top with something to keep chickens from going over.
Why is the dirt bath under the roost? Won't it get poop (from the birds on the roost) in it? Will the chickens still use the dirt bath if someone is "sitting" above them?
It will work. It likely will not be predator proof, but if you are okay with that, then, yes it will work. Full disclosure - neither my run nor my coop are considered predator proof and they are fine for me.
When I cook chicken in the Instant Pot, I save the broth. I will then use some of it, along with water, to make the chicken's mash. I do not use just the broth, as I don't want it to rich or fatty.
