Look locally for second hand incubators. I got a Borotto Lumia 16 from someone on Gumtree, it cost me $250.
It holds up to 64 quail eggs in the tray. I hatched my first lot over the weekend and had 8 out of 9 survive (number 9 almost did, long story).
It has two "feet" to fill up with water...
I made one similar to the Dine-A-Chook feeder (pic attached).
Took some 4in PVC pipe, cut it to about a foot and put a tee on the base with a plug. Cut half of the 90degree piece out so they could get their head in. Ran a 2in pipe in to just below where they eat and it refills from the pipe...
