Sick pigeon
Maybe its a fancy pigeon or a breed that doesn't fly well? If its just an everyday looking pigeon, I would just try to get him warm with a heat lamp if he's acting weak and get some food and water to him as he's warming up- Tebrewer

Silkied pekin
The silkie gene comes in most breeds. Look on feather site i saw some silkie cochins on there before.- Tebrewer

What breed are these Bantams?
I'll guess for you :) #1 is either a blue or self blue old english game bantam #2 black Cochin Most hatcheries don't have many blue bantams so most likely old english and the only black,feather footed,uncrested,beardless bantam is black Cochin. As for gender no idea.- Tebrewer
