Unfortunately we can't per our town ordinance. It is too bad because my daughter really loves him and he is a beautiful bird. Hopefully we can find someone local willing to take him and let him live.

I've been looking for a solution to the same problem the last few days. I assume the smallest you found was the Northview 20x25? I found this site where you can order custom smaller sizes. It is more expensive than the ~$25 cost northview window but seems to be better quality and less drafty...
