As far as getting rid of the dog goes, the way I see it, you have two options. Trap and send to the pound or kill it..either one you'd be well within your rights to do, but I do understand the reluctance of killing the dog. It wouldn't be my first choice either.

Perhaps there is a councilperson, mayor or some other type of elected official that you could get involved to speak to animal control of your behalf to get some results?

Having said all that, I do agree with the fencing idea..hear me out lol

One of the responses you got stated that maybe you and his grandparents didn't really understand the concept of the kind of fencing being recommended and you, yourself admitted that you weren't finding the kind of solution they were talking about.

This system is nothing more than basically some metal stakes (like tomato stakes) and some electrified netting that runs off a battery. It is completely temporary, movable and would have zero lasting effect on the property, but would be quite effective in deterring that crappy dog.
