Pictures may help, have you already tried contacting vets nearby to see if anyone would be willing to examine her? Not all vets are comfortable with poultry, but especially without eating for this long it may be something pretty serious.

One tiny baby so far! He cried in there for at least 4 hours before the family took him out (he was dry by then). They floated the other egg after I left for work, no wiggles but it still appears alive so hoping it'll pop out! Today should be day 17 so hopefully his brother will start hatching...
