    Just a thought - if you're going to keep the green roof concept, drainage will need to be addressed. The article didn't mention drainage and it appears that it would flood in a good rainstorm if it didn't have it.

    Is this a one time thing or ongoing? If a one time thing, talking with the landlord would probably be a good place to start. See if he can nip that sort of behavior in the bud. If it's ongoing, you could always just have a conversation with local law enforcement and see what recourse/options...
