I was in Germany (my dad was stationed over there) when the Berlin Wall came down and I remember all of the celebrations that happened with it coming down.
My understanding is that there are several areas on the outskirts of the city that just sort of ignore if people have roosters. I do not live there now but I have family and I know that when we go to visit them we can often hear roosters crowing. The two places I hear more then one rooster...

Yeah that does not sound right at all. I can not think of a good reason for having roosters tethered. I hope you are able to get those poor birds help.
