Yes, sand bath is the same as dust bath. Any pan like container will work. I wouldn't put a dust bath in their pen, until you move them outside!
Where are you located, because button quail cannot take temperatures below 40°F for very long.

97.0°F is a little low but they will develop and hatch at that temp, just be a day or 2 late in hatching.
I use antique mercury thermometers, from the 20's and 30's some are from the 40's. I usually find them on eBay but they can be expensive. Lots of people use Govee digital sensor units.

Those eggs appear to have died, except for the first photo! The photo of your incubator, indicates that the humidity is too high, ie; condensation forming on the top! Do you have an 'independent' hygrometer or are you relying on the incubators sensors? What is the temperature of the incubator...
