What's the temperature where she is? Goslings need higher temperatures than adult geese. Some individuals are more vulnerable to low temperature than the others.
What's the humidity where she is? It shouldn't be too humid. Too high humidity might lead to fungi infection.

If possible, take the baby to a vet. Things like Doxy-Max can help fight bacteria, but if it's fungi, you need anti-fungal kind of medicine (FYI, anti-fungal medicine can have strong side effect, so you'll probably not want to use it if it's not a fungal issue).
