Any weight is resistance training. Even your body weight is resistance, depending on the exercise. Do not overdo it. If you're doing circuits, start the first circuit with a heavier weight, and drop down to a lighter weight if necessary for the next one.
If you want to build muscle, you have to lift weights. You cannot target fat loss (belly fat is always the toughest) so your best bet is to work on building your fat burning muscles (butt, and legs) while also continuing to do ab workouts, and the like. To build muscle, though, you gotta eat...
Much like any other diet, it's not a cure all, and won't work for everyone, but it's clearly helpful for some.
