I would recommend only using Braggs Organic ACV with the mother. Some grocery stores might carry it, but your best shot is at a local health food store. It's cheap. $5 for a big bottle.
Waterfowl are very interesting creatures. You can try isolating the drake so that it's by itself, making sure it has no view of other ducks around. Think of it as punishment. You need to show it who's boss. Feed it very little and if need be make it come to you to eat food from your hands.

It's OK to give layer feed to ducks a month before they are of laying age. So at about 16 months I give all my ducks the same feed. 20-25 weeks is the marker of when a duck will lay its first egg.
