if your pan is dry the humidity is leaking out of the incubator. You mentioned vents in your post are they vents to the water pan or vents to the outside. If they are vents to the outside close them up and then as the humidity rises open them slightly to keep it within the range you want it.

In Florida I would think you would have the opposite problem of to much humidity. I would check to see that whatever you are measuring the levels with is accurate first off.

Well, I have the same advise as before, let it be it is not ideal but it will continue to soak up nutrients and so i wouldn't do anything except make sure he stays warm.

That is not a problem right now, the body will continue to soak up nutrients from the sack and then it will dry and fall off. Only if it is still there in 24 hrs would i give it a slight pull to remove it. But even then it will eventually just fall off.
