Self Blue D,Uccle cockerel, but no fluffy feet?

I bought a self blue D’Uccle chick from a local feed mill but he’s about 3.5 months old now and no fluffy face or feet. Do cockerels take longer to grow those feathers or is he not a d’uccle? I have never raised one before but we have had Cochins who got their fluffy boots pretty early.

Hello! I have this adorable little mottled Japanese and I always thought it was a hen, but I’m not sure anymore after watching her grow up. The tail is very long and has a big comb. Can anyone confirm this for me? Thanks!
