One of my chickens has been bullying lately, pulling feathers, and drawing blood. She doesn’t let any of them eat, so i’ve put her in chicken jail with food in water. A week goes by, it does not stop. What do I do?

I have a flock of 39 chickens. Around Friday of last week I felt like I was missing some hens. Sure enough when I go out there I only counted 32 hens. There’s been a lot of feathers around but I haven’t heard anything. They used to free range but I now have them in a large run.
Unfortunately, my 1 year old pekin bantam has been having issues. Every time she drinks water her head retracts into her body and will continue to look up for minutes on end. Would be great if someone could help :)
