    I have mine in the garage too - they have access to an outdoor run through a doggie door. See below: Everything i used to build was already laying around so this did not cost me anything (my kids painted the coop).

    deer netting works good to cover it...pretty easy to work with and not expensive.

    The coop is in a corner of my garage with a doggie door. I put wood pellets down today as the bedding. One side has deer netting so it lets alot of the light that comes from the window across and the other side with the lattice is hinged (technically the door..nice and wide).

    sound proofing material for noisey roosters

    They seel a "foam-sponge" type material that can be glued to interior walls for sound proofing (offices/rooms/studios). You should look into those, they might help. I believe it is called Acoustic Foam.

    you could also just use wood pellets instead of shavings...those do not create all that dust.
