I agree. I'm currently incubating my first ever Muscovy eggs and have the humidity set at 25% which is giving me an accurate internal humidity of 25-30% and the weight of my eggs and air sac development is exactly where it should be so far. I'm on day 17 today so fingers crossed!
Are these chicken eggs? If so, it could be that the chick is now nearing the time to hatch and so movement is slowing down. There are still veins so this is a good sign that the chick remains alive inside.
I'm not sure if it will be able to position itself correctly to hatch with the air sac...
How well were the eggs packaged? Has your temperature stayed constant throughout incubation so far (temp fluctuations seem to be a big reason for bloodrings forming)?
I wonder if your egg seller sold you eggs that were older than they led you to believe? Perhaps they were mishandled before you...

I have to say I've never had an embryo attach in the albumin either. I think it's worth carrying on with the hatch though, things may sort themselves out later on?

I incubate all my eggs in an upright position, pointy end down, right up until the 1st internal pip. This is because all my eggs are shipped and air cells are often 'loose' and at risk of settling in the wrong position.
