Peer reviewed" means nothing, in light of the fact that many other studies refute these results.
You cannot look at ONE report...
I like the shower cap idea. It would be easy to sew a cap to fit, with elastic to hold it on. You could even add a couple of ribs for stability if you wanted. And it would be washable.

It wouldn't be likely to be on the ground, but we have black-capped night herons around here that sound like a chicken in distress. They call before they set out for the night and again when they're settling in to roost for the day. I don't know if an owl would take on a black-capped night...
