Sorry, now I see your chick is a month old. Marek's usually presents at a later date, and can occur in vaccinated chicks. There is a disease that affects silkies, and maybe cochins(?) that my vet mentioned that can cause muscle paralysis/spasms. I don't know anything else about it... Sorry.
How old is the chick? Was it vaccinated against Marek's? You'll usually lose about 5-10% of your chicks, so don't get too overwrought, especially if it's a little one. Give it a strong sugar water with a syringe, and follow with a bit of water. That's about all you can do for it if it is a...
At 8 weeks there shouldn't be a problem, but I would certainly get the infra-red bulb, not the white. A bit more expensive, but sounds like your dog has already cost you a bunch. Do fence them very securely! Your dog will always kill chickens. They don't give it up.
