    I would need to rebuild my coop are if I add more. If I can free range for several hours without the hawks doing a run that are very happy. When they are cooped up for the winter they get very unhappy.

    I believe it is in the definition of governmental subdivision. A city or town is governmental. A HOA is a private corporation.
