Nice looking chick! Is it an Ancona or Exchequer leghorn? Those breeds develop more comb even as hens than others - so, if that is the breed, I might lean towards it being a hen. If it's a mottled orpington...then with that comb, I would say roo...
At 9 weeks, I'm leaning towards a pullet - but keep an eye out for saddle feathers, which should start to develop in another few weeks. The BCM roos that I have had were really obviously roosters with comb and wattle development obvious early.
