As for the Quail, I think it depends on the type/strain of quail. Bob Whites are the Official Native state game bird and you must apply for (pay) and obtain an annual license though the TWRA just to own, hatch eggs, sell or cage them.
There is NO work around trick such as if the hen lays eggs...

Note! I do not raise bob whites any more but in the past I have hatched out over 10,000 Baby Bob's 500 at a time. In such I brought all of them up to adults with good results and hatches. Just to mention the ratio success, I can only estimate a 98% hatch rate success.

Good hatch rates 94%+ or more. GA Giants are a good run in any order.... it gets harder to have a higher hatch rate with 250-500 eggs per hatch. Its a natural selection thing. Nature.

Build a small fire if you can and put some bricks around it (or old cast iron pot) and let them warm to the desired temps. Alternate them and in the c group you can swap them out as they cool down. If you are in town, just put some on the grill and no one should complain about a fire, if they do...

What I was referring to was the lock down phase in which many people will take the eggs out of the turner trays and lay the eggs on their sides 3-4 days prior to piping and hatching. You dont want the eggs laying flat and touching at 4 points (R&L sides and Pointy and Fat ends back to back side...

If you have the month olds in the brooder they might attack the younger chicks. If you have the 20 day olds separate it would be better, besides the big boys can trample the younger ones easier.
As far as aggressiveness, depends on the type as some quail are not as aggressive as others. But...
