We have used the cone method. It is not always easy getting the jugular cut correct. We have gone back to cleaver and chopping block and use the cone for bleeding for the time being.

He will grow out of it once he realizes he is a big boy. I had a little guy like that too when I put him & his little girlfriend in with the big girls. It might take him a while but he'll get there.
