Oyster shell is a great source of calcium...is that what you mean by shell grit?
I noticed you are from Australia...do you have Tums available to buy over the counter? One tablet a day for a few days will give her a quick boost of calcium and could help her overall condition.

It sounds like you are doing all the right things...given her history of being smaller, less robust than your other chickens, it sounds like a case of failure to thrive, with maybe something else going on that is causing her to decline more rapidly. Chickens sometimes don’t show obvious signs...
It does look like a follicle cyst of some sort. These can be lanced by someone who knows what they are doing, but unless the entire cyst sac is removed—it will keep coming back.
