If the chick is pecking at it, it should be ok. If the chick is consuming giant mouthfuls of it, I would say maybe put a wrap around its injury or reduce the amount of neosporin. How is the chick doing?
Are you Fahrenheit or Celcius? Unfortunately, I am not very familiar with quail. Your best bet until someone knows how to help is to try to get the quail to keep drinking water, maybe with electrolytes. If they won't drink on their own, maybe try a dropper. If you can, bring it into your house...
