From what I saw last time I went to the pound they have the enclosure split in two, one area with wire so they can dig a bit but not too much, and one harder area with hay.
Oh yeah I don't judge people for raising rooster's or chickens for food, they have a much better life in a backyard than in a factory. I raise quails myself for food. But ... Abandoning them to their own device is not fair and as inhuman as factory farming.

That was my feeling too. They weren't even handed over to the pound, they were just found somewhere. The owners didn't even bother they were left to fend for themselves.
