I did not sanitize mine the first time I hatched because it was brand new from the store in it's box. After hatching, though, I did clean it each time. I didn't use any chemicals though because I would be worried of not cleaning it away completely and the chemicals absorbing into the eggs...
Does it happen during spring/summer? Does he have paler legs? Speckled Sussexes have pale pinkish legs. I am sure it can happen to ones with pale yellow/whitish legs too.
Whenever it happens it looks like sunburn but thankfully it isn't and it is nothing to worry about!

Someone else had this problem on here with their rooster. It is believed to be a hormonal thing. Think of it like how male birds have brighter coloring in mating season. That is kind of what it is. It should not be any harm to him.

I am thinking they just need some adjusting to their new surroundings. In time they should be laying eggs like normal. They moved from one place to a completely new place, so they need to assess their new home and get comfortable.
They may need time to adjust and then they will begin laying regularly. When did you get the hens?
The posture of that andalusian hen is worrying. Does she seem sickly or was she just standing weird for the picture?
