This is a normal behavior that's how they like to nap or rest. Mine usually rest in the morning in the sun on cool mornings head tucked under wing and later evening they'll rest after swimming and preening.
Does she have access to daily clean water? Have you noticed anything different in her preening behavior? She could possibly be a clogged or dirty preen gland. The whistling breathing I'm unsure about if it's been 3 weeks your hearing it and it's not progressing to running nose or watery eyes...

I'd do your best to keep her in the coop, 14 days in. Moving her now would only cause more issues and a lot of stress to her. Every hen will react differently to being moved. For the best success with moving it's always best to do it early on. Is there a reason you want her moved?
It sounds like she might be starting a molt. Eggs can be effected odd shells and feather loss. I'd change feed to all flock 20% with oyster shells on the side.
