Today is their first day in there. We have the fence coming out on the ground about 16-20 inches on all sides and it's pulled really tight. We'll use landscaping staples to tack it down if necessary.

Northern Harriers are fairly large and have owlish heads, and they usually glide low to the ground while hunting. Pretty easy to ID against small raptors like merlins which are about the size of a robin or a bit bigger.
Cooper's hawks are larger than merlins but not as large as the harrier...
