That 14 to 16 week old juvenile molt can do some strange thing to pullet tails, they are still a bit too young for their 'rooster' feathers. The fact that these two have very well developed, red combs and they both have that dark red on their shoulder/wings is what shows that they are male.

A full body shot of each of them, with better lighting will really help to confirm. That last shot is too dark to tell if there is any 'rooster' red.
