    It is also winter, she is young, pullets come into lay later when maturing over winter. There are a lot of reasons this pretty bird isn't laying yet.

    Not a dumb question at all. I would like a picture from the side of the bird showing the whole bird to confirm no saddle feathers but for now I think female.

    The bird has been inside. It is not acclimated to cold temps. I would not put it outside in the winter without acclimating it first. By the time it is acclimated it will be much closer to spring.

    If you are in town a rooster is also likely not allowed. I would get a female of similar size and color as her friend.
