You may need to watch them and see if they are really picking at one another.
Even pullets will pick at a stag.
You may find you need to put the pullets in one cage and the stags in their own - it's different every time. Sometimes they do o.k. for a while, other times not so much.

How many to a cage and is it stags together or a mix of stags and pullets?
What you are calling Avian Flu could it be Fowl Pox? The bumps over the one eye - that may be Fowl Pox. What do you normally do to treat that?

How long have you had him? Was he vaccinated for anything or have you injected any medications into that wing?
Just sort of typing what comes to mind as possibilities.
Is that on his wing? Looks like skin is missing.
Can you get some more photos of the whole bird and a shot or two further away?

You mention he's got avian flu - I know you are in Puerto Rico so do you mean Infectious Coryza or Mycoplasma?
