Mine also looks confused after he does! Whenever I see them chasing the bottom of the pecking order, I will chase them, which now, seeing this thread, I am rethinking about doing that!
My lead guinea will come at me with his wings in the position you described, but then he realised it's me, and turns and does the wing thing to the other males.
