I just saw the picture with the more close up of his tail. I agree with Folly he is grey. A true blue or bay roan should have a solid tail with no grey or white.
Do you know what color his dam and sure are and if they were ever color tested? If you wanted to know 100% you can have him lab color tested for around $80-$100.
