He is! We have two frizzle hens that came with him, but they are in the middle of a very ugly molt (and won't be bred to him). We are hoping he and her silkies will make some sizzles next year.
Yeah, that's what I was worried about the first few times, but I finally bit the bullet and got it good and tight. I had to pull a lot of the up so I could get it good and snug.
Awww! The collar is still working for our little Tractor. I did figure out it had to be tight. He dislikes it so much he doesn't even try to crow. He still makes other sounds, though. I guess it just depends on the rooster, maybe?
You have the right to demand to know who has complained. In our city, a complaint has to be made in writing and signed. I would demand to see a complaint in writing if they city says something to you about anything else. That's just ridiculous.

@Tomtommom I tightened the No Crow collar on the little rooster last night and absolutely NO crowing until I took it off this morning. I am rather impressed as I did not think it would completely eliminate it. I'm going to test it out for a few more days and then tuck it away for those days...

I put out several shallow pans full of water for mine to wade in and they love it. I fill them with ice water in the morning when I let them out and by noon, they still have nice cool water to go wade in and cool off. I also freeze 2-liter bottles of water and sit out for them and they will go...
