Yep, you want agricultural zoned, try to avoid within city limits, especially since you want Calls... ;)

If the LG isn't prone to killing temp spikes (like many are) use it as a backup, or even as your dedicated hatcher... incubate in the new one and just transfer for hatching, also makes doing staggered hatches MUCH easier...
I hadn't heard that with duck eggs... I use my Genesis or Leahy...
I would skip the hardware cloth in the dividers, use poultry wire and run something like shade cloth/weed barrier/tarp/heavy plastic across the bottom 3 feet... most times if they can't see each other once they get close to each other, they stop... just my opinion though... :D
