Maybe I should re-phrase my question - why has he decided that threats are the only way to sell these animals? What kind of person says to himself - "I know! I'll threaten animal abuse and then watch the offers come rolling in!"

Yeah - this guy isn't saying hes going to shoot the dog because it has nowhere to go or whatever - he says he'll shoot it unless he can get someone to give him money. It may not be against the law, but it sure is immoral and disgusting.
