Any pigeon can 'free range'... But its best to only let them out for free flight when you are there to watch.. then train them to go back into the loft or coop.
This is because if they have constant access to fly about the area some will get killed by predators.. or other 'accidents'.

What a lovely bird - one of my favourite breeds. Like the look of you 'coop', can you post some more pics of it, cus I am making a new coop to house my pigeons and yours looks nice an light and roomy.
This is another one - think he is a spotted neck dove. He lives free now in my garden after I found him hit by a car last year. He had a broken wing, but it healed really well and he can fly quite well now - enough to get up into the trees and stay away from cats.
