Yes, that seems to be the case. It seems you can't delete anything until you make it public.

Here's what I see when I go to the "edit Photos" link as described in the previous post. Note how I can delete individual photos.

Go to "My Profile", make sure its showing the community profile (there are two tabs, community profile and edit account details), then scroll down to the bottom of the page. Go into the uploads album, click the button for "edit photos". By each photo you'll see a "delete this photo" Select...
