I used straw bales to support the tobacco stakes that hold the 4 ft chicken wire on the perimeter of my 20 x 40 foot garden space. Every year I move the old composted straw to beds... it works really well a permanent solution if you want it to :) and your dog agrees, lol
Have you looked into straw bale gardening? That might be a good inexpensive steppe garden... and the height of the bales could act as a barrier for the puppy. You could plant behind too.
