Which is better pine shavings or straw?

I finallly found pine shavings and now I'm wondering how to clean it up once it's ready to be changed. I guess a shovel would do, right? I just used a pitch fork to scoop up the hay that I've been using and it works well.

Which is better pine shavings or straw?

I use straw but it's not recommended for small chicks. I've already had one chick with a hurt leg (reason unknown). I figured it could have been the straw. Their tiny legs are fragile.
