    Not sure but are they getting plenty of fresh air and some sunshine too ? Also, as long as it's warm enough for YOU to walk outside barefoot they can be outside for a while too, just try and keep them out of too drafty area and don't let them get wet just yet. You many want to add some vitamins...

    how bad are the balance issues, how old is the bird? More info. would be very helpful.

    They can jump 5 feet or more when grown and you def. don't want that barb wire in/around emus. 6 foot fence and "at least" a 20x50 foot size pen for two grown emus would be good. They like to run and hit fences when excited so more length ( and again no barb wire) in the pen the better .
