If you want laying hens and not chicks that does limit your options. One of the easiest places to find laying hens in your area is craigslist. I find that a lot of breeders list birds on there as well.

I know that in America chicken eggs from the supermarket are often months old by their pull date. They don't suddenly rot overnight when that date is past. As quail eggs are smaller I would expect them to not last quite as long. I personally would not want to let them sit more than a month...

Do you have a desk lamp with a regular bulb. Not one of the swirly ones. That will provide some heat for the little guy. Put in the highest watt bulb you have in it. Have you been dipping his beak in the water? It is more important that he drinks than that he eats at this point. Good luck...
