Seem to me training quail to use cups & nipples was easier than chickens. I've had to smear beanut butter on them for chickens to start figuring out its a place to peck and eventually realize water is there.

I used 2 waterer cups per dozen birds in each cage. May have to keep the cups filled until they figure out water is in there.
